A Pragmatic Approach to Railroad Traffic Forecasting

This paper describes how Temple, Barker & Sloane, Inc (TBS) developed a series of long- and short-term traffic and revenue forecasts for the Penn Central Trustees, The United States Railway Association (USRA), and the Consolidated Rail Corporation (Conrail). The results of the work were utilized in the Penn Central’s reorganization planning, the USRA’s Final System Plan, and Conrail’s ongoing strategic planning process. The methodology has been described at some length in reports published by the Penn Central Trustees and USRA. This paper will not discuss the methodology in detail, but instead will focus on TBS’s underlying forecasting philosophy, a summary of TBS’s forecasting procedures, and an analysis of actual versus forecasted results.
