Strategies for Today's Energy Challenge: Developing New Energy Sources Provides an Economic and Technological Opportunity for the United States

The author, a Democratic senator from New Mexico, examines how the energy challenge the United States is currently facing differs from those of the past, from both economic and technological perspectives, as well as how the nation may potentially respond to the current challenge. The author argues that a stronger hand can be given to the presidential science advisor by making him or her an Office of Management and Budget deputy director.
