EC Issues Ultimatum on 'Hidden' State Aid

The European Commission (EC) has issued guidelines on government railway assistance. Particularly in central and eastern Europe, useful alternative funding mechanisms for new passenger rolling stock are being offered by the EC. Governments are being given 18 months to eliminate railway infrastructure and operational assistance currently hidden in national budgets and loan guarantees. This is being touted as a way of creating an integrated European market and meeting its primary aims of sustainability, interoperability, and competition. The EC intends not to let competition distortions occur through public sector financial support. One challenge is in government attitudes-if structures are to be dismantled by the start of the next decade, a rapid and significant shift will have to occur.
