County governments are faced with several problems in financing the replacement of structurally deficient or functionally obsolete bridges, especially as it is being stepped up. Many of the less affluent counties may have difficulty raising the money to qualify for matching Federal Funds. Also, many counties may have difficulty obligating their allocated funds within the time alloted; therefore, the term "obligated" needs to be redefined or the period for obligating funds should be extended. Other problems include lack of staff in county governments to cope with the paperwork involved in using federal funds, having to comply with restrictive Federal laws and regulations which were intended for interstate highways and hence are not appropriate for local highways, and insufficent latitude in standards which fail to take into account regional differences in topography, traffic requirements, climate, and area economy and land use.
