USER CHARGES AND LOCKS AND DAM 26: THE VIEW OF THE BARGE AND TOWING INDUSTRY

This paper briefly reviews the growth and development of the barge and towing industry and discusses the background of the thrust for the imposition of user taxes on users and beneficiaries of the inland river system. The possible forms and levels of such taxes are discussed as well as the possible impacts on rates and modal shifts of traffic. A discussion of the equity of such taxes includes a review of federal subsidies and assistance to the rail industry. Finally, the role of various groups in attempting to define a national transportation policy is examined, and the future of the barge and towing industry is briefly surveyed in the light of recent developments. /Author/
