Security Boardings and the High-Interest Vessel Program

Some of the more than 100,000 foreign commerical vessels loading and unloading cargo in the United States each year may be transporting dangerous goods or harboring criminals and terrorists. The United States Coast Guard (USCG) security boarding program was reevaluated and reinvigorated after the terrorist attacks of September 11, 2001. The authors examine high-interest vessel and security boarding programs. Pertinent issues include regulatory compliance determination, security boardings, and regulatory boardings and boarding teams.
