The Federal Register of June 8, 1978 contained the draft proposed rulemaking by the Department of Transportation (DOT) which would implement section 504 for the Rehabilitation Act of 1973. The proposed regualtions mandate full accessibility for handicapped persons on all bus, light rail, heavy rail, commuter rail and other transit systems. In essence, the regulations will require that all new and existing transit facilities and vehicles be accessible to handicapped persons (including wheelchair users) within a number of years specified for each mode. Any system not fully accessible within three years, however, must provide comparable alternative service until the required physical accessibility deadline is reached.
