Temporal Awareness

This article describes efforts by England's Highway Agency's (HA) National Traffic Control Center (NTCC), which provides real-time traffic information to roadway drivers via a Time Travel on Variable Message Sign (TTVMS) system. By the end of 2008, the TTVMS system will have 200 signs in place for a full build-out. The system currently in place, which was originally intended only as a six-week-long exercise, currently displays 1.5 million messages per month across a distance of 140 miles with sign recalculations every five minutes. To better develop the tactical management of roadways in England, HA officials would like another layer of planning beyond NTCCs called Regional Control Centers (RCC), which would have the function of planning traffic over a larger area. The TTVMS signs operate using a combination of Automatic License Plate Recognition (ALPR) as well as vehicle-historical data to determine travel times. Also described are the data mining techniques employed herein.
