Pavement performance modelling to deliver strategic outcomes through effective works programmes

Many road agencies have implemented systems to assist them with the road asset management engineering discipline. These systems are generally referred to as Pavement Management Systems (PMS). A primary component of a PMS is a Pavement Performance Model (PPM). The 'model' can be used to forecast the pavement's future performance/condition and the level of investment required to achieve performance targets over long periods of time, typically 20 years. Although a PPM can be integrated into a PMS it can also be a stand-alone system sourcing data from a PMS or other database. This paper develops the case for pavement performance modelling and seeks to promote understanding of the modelling methodology. It also presents two case studies of successfully implemented PPMs, utilising existing PMS data in Western Australia and the United Kingdom.
