The Exxon task group's inspection of COW operations gives evidence that properly crude oil washed tanks are clean enough to meet Exxon objectives and can be expected to satisfy the 1978 TSPP Protocol requirements. Failures to achieve all COW objectives are believed to be more the result of procedural inadequacies or insufficient equipment than of hardware deficiencies. Procedural problems can be resolved by detailed advance plans of the entire in-port process, including discharge of cargo, COW, and taking on of ballast. Such plans, drawn up on a ship-by-ship or class-by-class basis, should include details of machine placement, number of cleaning cycles for each tank, and so on. They must also include the step-by-step sequence of events for discharge of each specific cargo. The task group found that existing tank-washing hardware, with the exception of that in ships with difficult tank structures, can in most cases meet desired tank cleanliness standards for protection of the environment. The most crucial equipment requirements relate to stripping systems and flushing of cargo lines and pumps in order to assure that standards for discharge of clean ballast are being met. The on-board organization of ship's personnel during COW requires careful consideration so that a sufficient number of competent personnel is available throughout the discharge. This may require a sharing of cargo handling/COW responsibility among several of the ship's watch-standing officers. On-board record keeping is essential for good preplanning. More attention should be given to monitoring and record keeping, not only to satisfy oil record book requirements, but also to ensure that the crew has sufficient data for good preplanning. This will also facilitate shoreside monitoring and provide a good data bank for future research.
