Use of Detection Data to Promote Performance Measurement (PeMS Training)

The objective of this project was to expand awareness and interest in freeway performance measurement among planning and operations personnel at the California Department of Transportation (Caltrans). An additional objective was to build expertise in using the Freeway Performance Measurement System (PeMS) tool for freeway analysis, system management practices, and other planning and operations functions. This document presents an assessment of PeMS user needs and training analysis. It describes outreach activities and training development, and the delivery of training classes to all Caltrans Districts with detection. Included are the results of an evaluation and learning assessment survey, as well as a discussion of options for future training coordination.
