2007 California Regional Transportation Plan Guidelines

The purpose of the California Regional Transportation Plan (RTP) Guidelines are fourfold: 1) promote an integrated, statewide, multimodal, regional transportation planning process and effective transportation investments; 2) present a uniform transportation planning framework by identifying federal and state requirements and statues impacting the development of RTPs; 3) promote a continuous, comprehensive, and cooperative transportation planning process while maintaining the state's commitment to public health and environmental quality; and, 4) promote a planning process that considers the views of all the stakeholders. The document first presents an overview of the Regional Transportation Plan. It then details the various components of the RTP, including financial, consultation/coordination, modal discussion, programming/operations, and environmental considerations.
