Confusion Hill Landslides: Economic Impact of US-101 Closure

Landslides and slipouts hav been a recurring problem at Confusion Hill on US-101 in northern Mendocino County over the last decade. US-101 is the primary route providing direct access to the California’s North Coast for commercial trucking year round, as well as for recreational traffic especially during tourist season. The hillside at Confusion Hill has been declared unstable, and the unstable soil and large block movement have led to frequent road closures and high maintenance costs. Major slide activity is predicted to occur every two to three years, with movements both above and below the roadway. This paper presents a brief analysis of the traffic and economic impacts resulting from a major landslide at Confusion Hill that would lead to the closure of US-101 for an extended period of time. The paper also includes an economic evaluation of the proposed realignment project in that location.
