The Mobility Needs of Older Americans: Implications for Transportation Reauthorization

This paper focuses on the aging population and explores measures to provide this segment of the population with the transportation it will need in order to enable a high quality of life. It uncovers myths about individuals in this age group - they either need a huge amount of government assistance and many public services or they require no government help and have no unmet needs - and note that many elderly people are in the middle of these 2 extremes, leading complicated lives, perhaps still driving, and yet also facing mobility challenges. The paper urges Congress to consider unique approaches for transportation of the elderly when reauthorizing the Transportation Equity Act of the 21st Century (TEA-21).
