IMO Passenger Ship Safety Initiative: Applying Risk Management in an Evolving Industry

The International Maritime Organization (IMO) has responded to the trend of building larger, more complex cruise ships in response to passenger demand by conducting a comprehensive international passenger vessel regulation review, since current regulations predate the larger ships. This initiative's goal is to ensure that current regulations do not inhibit naval architects' ability to further advance ship design, while remaining applicable to new ship design. The author reviews issues pertaining to ship size and passenger numbers, regulations, risk-based analysis, and holistic standards.
