The goals of the NCUA program are to identify the health, socioeconomic and environmental impacts of possible levels of future national and regional coal development, define where those impacts may cause problems or constraints to increased coal use, and identify and evaluate alternative strategies for alleviating the problems or constraints. In conjunction with this first year assessment, an extensive effort was undertaken to contact state and regional organizations to identify the major coal-related issues of concern to them. This report summarizes the results of those contacts and describes NCUA studies responding to the issues. (ERA citation 04:000126)
