In 1976, a project was undertaken to develop statewide travel demand forecasts for all modes. Becasue of time and budget limitations, truck travel estimates were derived by applying growth factors to trip tables developed from the Internal and External Truck Surveys conducted in 1971-72 by the Rhode Island Department of Transportation. The growth factors were developed from trend data compiled at the external cordon crossings. Traffic counts recorded over the years were plotted and extrapolated to identify the growth factors for external travel. Internal truck traffic was expanded at a rate of 3.5 percent per year over a 30-year period. The method developed for estimating truck travel and described in this paper most significantly improves on the preceding approach in the trip generation and distribution phases. On the basis of the analyses described in this report, trip generation relationships were developed for home based and non-home based trips by truck weight category because of significantly different characteristics of the trips. The categorization of vehicles by weight groups will also provide an added capability in efforts to provide air quality estimates for the future. Some refinement in the estimate of emissions from trucks can be derived because of the breakdown of travel estimates between the light and heavy categories. Techniques for the trip generation and distribution of the trip ends were applied for a four-category truck model: home based light trucks, home based heavy trucks, non-home based light trucks, and non-home based heavy trucks.
