Public-Private Partnerships: An International Performance Review
Notions of partnership, lessons from partnerships' history, and today's new and in vogue partnership forms, despite a global resurgence in the popularity of public-private partnerships, are still shrouded in much confusion. The authors argue that to date evaluations regarding partnerships' effectiveness offer contradictory results after examining the long-term infrastructure contract, one particular family of public-private partnerships. Greater care is needed to conduct such assessments away from policy cheerleaders and to strengthen future evaluations, despite continuing popularity with governments.
