Innovations in Transit Funding
This report describes and provides examples of twenty-two different funding mechanisms that are used by and for transit systems in the countries in the developed world. The potential benefits and limitations of each mechanism are enumerated, as are the barriers to their implementation in Canada. Particular consideration is given to the role upper tiers of government would be required to play if each individual option is to be implemented in this country. The report is the result of an exhaustive review of the literature on innovations in transit finance, supplemented by extensive correspondence with experts in the field. It is hoped that the report will spark discussion among Canadian decision-makers about ways to improve the competitive position of transit in Canada, in aid of various economic, social, and environmental goals.
