A Contribution to the Decentralization of Ports Open to the County Important Public Traffic

Since the Maritime Domain and Seaports Act was enacted, when county port authority structure is not explicitly defined or the number of established port authority numbers is not determined within a particular county, the issue of county port authority decentralization or centralization has been an open question. The author therefore focuses on determining which facts are most important so that various port management organizational structures may be implemented. Theoretical, economic, and legal factors which indirectly impact port authorities' work effectiveness and efficiency are specially analyzed, as are choice of relevant county port authorities or ports open to important county public traffic management models. The author offers a working hypothesis pursuant to his stated research area and problem: tendencies to introduce new or changed county port authorities' management models through, in general, scientifically based organization conceptions, and, in particular, relevant legislative regulations. The author examines results, which show that it is necessary to consider all relevant factors influencing county port authorities' business operations, management, and development, in making decisions regarding establishing one or more port authorities for port management open to important county public traffic.
