Development and Implementation of a Highway Construction Quality Assurance Program for the Connecticut Department of Transportation
In the late 1990’s, the Connecticut Department of Transportation embarked on a Quality Assurance (QA) initiative for highway construction. Hot-mix asphalt (HMA) was selected as the first materials area to implement a QA system; this research project began in January 2001. Herein are the results of various technical tasks undertaken to facilitate QA implementation in HMA construction. A series of four focus projects were selected and QA implementation issues were studied over a period of two years. Data analysis has provided guidance in terms of the location of sampling, the sources of variability in the data, the appropriate lot size used for measurement, and a possible effect of material segregation on sampling.
