First on the Scene: Technology to Assess the Situation

In this article the authors discuss the importance of incidence detection and monitoring in Intelligent Transportation Systems (ITS), specifically as in Eastern Europe where its use has been rapidly increasing in scale and implementation. Croatia is specifically discussed and how the country intends to implement a nationwide its architecture and integrate incident management into this architecture. The Brinje Tunnel, which opened in 2004 and carries passengers from Zagreb to Split, includes both LED and variable message signs (VMS) in order to alert drivers as to potential delays. Other devices installed on the same roadway include video surveillance, meteorological instrumentation, traffic counters, and induction loops. As technologies such as radar, automated cameras, and GSM-based devices become more available, operators also take them into consideration.
