National Systems of Transport Infrastructure Planning: The Case of the Netherlands
This paper describes the procedures which apply to transport infrastructure planning in the Netherlands. It also describes how the public is involved in the process as well as the links between transport infrastructure planning and other policy areas such as land-use planning and environmental affairs. It describes how transport infrastructure planning in the Netherlands is divided into three stages. The first stage consists of general transport policy planning and the production of long-term Key Planning Decision (PKB), a plan that has to be adopted by the Parliament. The second stage is the so-called Mid-term Programme on Infrastructure and Transport (MIT), which also has to be adopted by Parliament and which develops the PKB over the long term. The MIT looks at the medium term and is updated yearly. The third stage is the actual development of the infrastructure project.
