Right to Flight
This article discusses Regulation 1107/2006, new legislation adopted by the European Union (EU) guaranteeing the rights of disabled and reduced mobility air passengers within the EU. The new Regulation is designed to provide parity to the disabled, giving them the same travel opportunities as those of other EU citizens. Under the Regulation, airlines are now obliged to provide onboard assistance to the disabled without charge, a departure for the previous practice of charging extra for such service. The Regulation also creates a pivotal role for airport authorities, by mandating them to work more closely with all stakeholders (airlines, airports, airport user committees, representatives of disabled user groups) during the transition period and beyond. The Regulation is scheduled to go into effect on July 26, 2008, affecting all EU airports.
