Guidelines for Quality-Based Contractor Qualification

The purpose of this paper is to propose a framework to quality contractors for transportation construction projects using quality as one fundamental measure of the qualification process. Current qualification practices are briefly reviewed and examined for associated advantages and disadvantages. Quality performance measurement methods are then examined to determine related advantages and disadvatages with respect to inclusion in a quality-based qualification method. A revised framework of the traditional contracting process for departments of transportation is presented from examination of the literature and existing qualification systems. The application of the framework is examined with preliminary formulation of the resultant contractor qualification scores. Though the framework has many potential uses for a construction owner, the use of the scores is hypothetically examined for contractor capacity factors and as a pure qualification acceptance measure. The benefits of the proposed framework are that it is similar enough to existing methods to be familiar to users and uses existing data to lend a totally objective aspect to the model.
