Travel Times on Changeable Message Signs in District 4

This report is from a project which focused on implementing, deploying and evaluating an automated system for relaying travel time information to the changeable message signs (CMS) operated by the California Department of Transportation (Caltrans). The report is organized as a collection of stand-alone documents. The primary documents include three evaluation reports: 1) a data evaluation that took place prior to going live with the signs; 2) an analysis of the impact of signs on freeway speed; and, 3) an analysis of a satisfaction survey that was distributed to commuters. Also included is an implementation report titled Network Construction and Route Generation, and two manuals: MITTENS - System Architecture and Operating Rules, and MITTENS - Software Design and System Administration.
