Facing Future Workforce Challenges: Human Capital Planning
This paper describes how transit agencies are under increasing pressure to strategically manage human resources in order to meet operational demands in the most efficient and effective manner. The current transit environment exhibits several characteristics that have direct impact on the ability of agencies to carry out their primary functions and responsibilities. Some of the challenges faced include: (1) increasing number of employees either currently eligible or nearing eligibility for retirement; (2) increasing difficulty in recruiting qualified candidates due to increased market competition and operation in high cost of living areas; (3) increasing complexity of job functional requirements as technology and operations become more complex and security needs become more pronounced; (4) budgetary limitations that are either capping overall employment growth or limiting the ability of agencies to offer competitive benefit packages; and (5) highly unionized environments.
