Achieving Quality with Performance Measurement
This paper describes how public transportation is a complex business that requires effective management systems and work processes in order to produce the desired results. These systems and processes must be managed to control costs and provide superior quality service to the customers. Agency departments plan, supervise, and perform tasks critical to the mission of maintaining budgets and supplying quality service, but, the processes that each uses to achieve these common goals are vastly different. Each Department is part of a supply chain contributing to the achievement of the agency budgets and quality service. If one department fails to meet its goals, the agency as a whole will not fully provide a quality product to the customer.
