Changes in the Regulatory and Organisational Framework in Local Public Transport Operation in Brazilian Cities

This paper reviews the development of the local public transport sector in Brazil, and the evolution of the regulations. It identifies the most recent innovations, including the organization of services according to geographical area (e.g. in Porte Alegre, Goiania, and Sao Paolo) in order to reduce the administrative conflicts and to achieve economies of scale. In Goiania and Recife, new multimodal structures have been put in place. In Sao Paolo, changes have been made to the tariff framework, while in Belo Horiznote changes have been made to the remuneration system. The paper concludes with a discussion on the remaining and future challenges.
