AIRPORT NOISE PROBLEM ESCALATES AROUND MAJOR AIRPORTS

Just before adjournment, the 95th Congress passed a one-year reauthorization for the Noise Control Act which raises the Administration's $10.6 million budget request to $15 million, the extra money being earmarked for grants and technical assistance to state and local noise control efforts. The law also requires that the FAA respond to any EPA proposed aircraft noise reduction regulations within 90 days (with detailed explanations to be provided whenever a proposal is rejected) and gives the EPA authority to levy civil fines of up to $10000 a day to enforce noise pollution abatement regulation.
