The Impacts of Design-Build on the Public Workforce

This research project focused on design-build (DB) project delivery and examining the impact DB has on the state departments of transportation (DOTs) professional engineering workforce when the state authorizes it to deliver infrastructure projects using design-build project delivery. This was achieved by conducting a literature review, structured interviews of senior managers in DOTs who have implemented DB project delivery, a national survey of DOT personnel, and a content analysis of a large sample of DB solicitation documents. The research also turned to public agencies outside the transportation sector to determine the workforce impact in other sectors. The research compared changes in the number of professional engineers in the experienced DOTs as well as the changes, if any, in the roles the engineers play in a DB project versus the traditional design-bid-build (DBB) delivery method. The research examined the public professional engineer's role in managing the design and construction quality of the delivery process.
