A Road Users Perspective of Network Performance in Australia

The focus of Australian road system management and development, used almost exclusively for network planning purposes by road authorities, has historically been on fairly defined road network performance objectives. Austroads is one of the Australian groups that have developed and adopted road network efficiency and effectiveness national performance indicators (NPIs) throughout New Zealand and Australia in conjunction with territorial and state road authorities. NPIs have principally focused on road managers' objectives, with little regard for how road user needs or desires may have aligned with those factors, although NPI and other program are now well established and successful. Important road user performance aspects include accessibility, travel time reliability, and priority assessment. The authors discuss a survey approach to studying user needs.
