Assessing the Impact of the ACE Truck e-Manifest
U.S. truck-borne freight traffic has increased in the last decade due to economic growth in the United States. The number of border crossings into Canada and Mexico is expected to grow significantly with as much as 25% of the country's gross domestic product (GDP) now associated with international trade. It is incumbent upon the United States to reach a balance between two equally important goals: ensuring the integrity and security of U.S. borders and maximizing economic vitality. The U.S. Customs and Border Protection's (CBP) Automated Commercial Environment(ACE) electronic transaction system (ACE Truck e-Manifest) provides a solution to managing the two goals. It does this by allowing motor carriers to submit electronic versions of the mandated paperwork before the truck physically crosses the border. ACE determined the impacts of ACE Truck e-Manifest on motor carrier operations by conducting site visits, surveys and telephone interviews. Results of the research indicate that costs and workload have increased; however, the border crossing process is smoother when using the ACE Truck e-Manifest.
