Public Responsibility and Private Entrepreneurship
Despite the country's sparse population, Finland has developed a relatively extensive network of public transport services. This article provides an overview of who holds the responsibility for operating and financing this network. The production of public transportation services in Finland is based either on public support, transport licenses, or municipal or state contracts. Licensed transportation services are mostly non-subsidized. Transport services based on contracts with municipalities or the State are usually tendered. Only in large cities such as Helsinki and Tampere are part of the public transport services based on public production.
