It's the People, Not the Money: A State Perspective on Metropolitan Transportation Planning

This article explains the complex transportation decision-making processes and the roles played by Metropolitan Planning Organizations (MPOs). Focus is on designation agreements, unified planning work programs, and planning certification. The article also explains the roles of both state departments of transportation and MPOs, and what each of the organizations is responsible for. It describes the three basic organizational forms used by MPOs around the country. The article concludes that transportation governance structures are unlikely to change much despite reauthorization of the country’s surface transportation laws. It is suggested that MPOs modernize their organization structure, and that they try to implement long-range transportation plans.
