2007 Regional Planning Handbook: A Guide to Administering Overall Work Programs, Regional Transportation Plans and Their Funding Sources

Regional transportation planning in California is conducted by transportation planners in the Districts and in the Office of Regional and Interagency Planning (ORIP) which is located in the Division of Transportation Planning (DOTP) at Headquarters. This Handbook describes the respective roles and responsibilities for District Transportation Planners with regional transportation planning duties, and for Transportation Planners within ORIP. The focus of the handbook is on Department interaction with the Metropolitan Planning Organizations (MPOs) and Regional Transportation Planning Agencies (RTPAs) in regard to Overall Work Programs (OWPs) and Regional Transportation Plans (RTPs). Emphasis on monitoring activities paid for with ORIP-administered transportation planning funds, including state Rural Planning Assistance (RPA) and federal Consolidated Planning Grant (CPG).
