ECONOMIC IMPACTS OF SNOW ON TRAFFIC DELAYS AND SAFETY

This paper outlines the effects of snow and snow removal on four types of urban and rural highways that were studied in a 4-year project sponsored by 12 "snow" states and the Federal Highway Administration. The project identified and calculated such road-user costs as delay, volume and speed reductions, and fuel consumption; business costs included losses from such things as absenteeism, tardiness, and spoilage. /Author/
