Good governance, institutional integrity and human resources management for road administrations

A PIARC International seminar on good governance, institutional integrity and human resources management for road administrations was held in Warsaw, Poland in October 2006. New public management, involving working with measurable public objectives, was introduced in the 1980s as a public governance controlling tool. One of the aims of Technical Committee 1.3 was to investigate good governance practices. Three case studies are presented: road decentralisation in France, the setting up of a State-owned non-profit company for road maintenance and operation in Hungary, and the sub-contracting out of winter and summer road maintenance by the Poznan Division to companies selected through tender procedures in Poland. The Technical Committee is also collating and analysing information on corruption in the road sector, particularly in developing countries. Methods used to detect cartels in Sweden are outlined. The Technical Committee's involvement in improving human resources skills and setting institutional capacity building (ICB) is described. Case studies are presented: recruiting and training road engineers in Latvia; a quality management system in GDDKiA, Poland; and competency management in the Netherlands.
