ORR - the new theme is sustainable development
The Office of Rail Regulation's (ORR) consultation document on the delivery of ORR's sustainable development and environmental duties is discussed. ORR will evaluate performance in terms of the three pillars of environmental, economic and social issues. With regard to sustainable development, ORR's aims are to ensure that the railway industry has a better understanding of its sustainable development performance and the ways that it is measured, to encourage the efficient development and improvement to sustainable development, to promote the application of best practice principles across the industry and to ensure that ORR adopts policies and practices that will further the UK's sustainable development strategy. Examples are given of cost reflective charges providing incentives to better environmental decision making. One is associated with the use of EC4T, a component of the total traction electricity charge payable by each train operator, to encourage more efficient energy use. A second is the variable usage charge within the Track Access Agreement.
