Replacement franchises - as the song says, there may be trouble ahead

The Conservative Party want the UK Department for Transport to carry out an urgent review of the passenger rail franchising strategy. Under the DfT Rail strategy, technical deliverability and financial viability are what counts, although add-ons can be considered once the franchise has been awarded. Stagecoach has held on to South West Trains and Island Line. A chart is presented of South Western franchise premium subsidy payments and tables are given of the South Western franchise payments (2006/2007 prices) and the annual reduction in subsidy/increases in premium. The bid and the future for the franchise are discussed.
