An objectives-based assessment model [planning transport infrastructure]
Planning transport infrastructure often involves determining the best option from multiple options where there are various environmental, economic and social effects. There is a need for a more transparent and coherent evaluation methodology. This paper describes an objectives-based assessment model that was developed to assist in the evaluation of complex transport proposals. A case study is presented that describes how the model was used to assess a major road proposal. The objectives-based assessment model provides a simple evaluation tool that has a high level of transparency. (a)
