PARKING POLITICS AS AN EFFECTIVE INSTRUMENT FOR THE REGULATION OF TRAFFIC IN CITY CENTRES

The function of the central business district as a centre of intellectual, cultural and economic life is an essential condition for the further development of towns. Therefore it is of great importance that visitors and customers should be able to get quickly and comfortably to shops and trading-office as well as to the central installations of culture, business and administration. To maintain a steady flow of traffic, the total trip demand has to be classified into necessary vehicle traffic and traffic which can be transferred to other trip modes. The parking demand of the necessary traffic is called the qualified demand. The principles of the qualified demand taking parking politics in Hamburg as an example are presented. /TRRL/
