The manual is intended to explain methods which can be used by cycling enthusiasts to persuade local authorities to encourage the use of bicycles as a means of transport. It is intended that the manual be read in conjunction with "the Bicycle Planning Book" which describes bicycle facilities that could be provided. The manual suggests that such campaigns are likely to be successful if a well-researched plan for cycle facilities can be presented to local authorities. Another approach is to use public participation procedures to persuade local authorities to include cycling facilities in transport planning. Guidance on campaign planning is given in the following chapters: (1) consistency with general transport and land-use philosophy; (2) the objective of a bicycle campaign; (3) the basis of a bicycles campaign; (4) campaign activities; (5) opportunities for influencing local policies; (6) specific areas for local action; (7) organizing publicity events; and (8) practical activities. /TRRL/
