Forecasting Land Use Data And Future Transportation Corridors Using A Joint Travel Land Use Equilibrium Computer Model

KYOVA has undertaken a land use data collection and transportation planning effort that is intended to provide base year land use data, as well as, future year land use forecasts and identification of potential future transportation corridors for the unincorporated areas of Cabell County, WV. The base year data collection has consisted of: Procuring United States Geological Survey (USGS) Aerial Photography; Procuring United States Census Bureau TIGER mapping for roads, hydrology governmental boundaries and traffic analysis zones (TAZs); Procuring flood plain data from the Federal Emergency Management Agency; Obtaining a hardcopy of the tax mapping data from the tax assessor and performing a county-wide land use windshield survey; Obtaining digitized tax mapping from tax assessor and converted it into Arcview shapefiles using the ESRI ArCAD software; Developing a base year land use database from the windshield survey; Integrating the survey data and the electronic tax mapping into a parcel based land use Arcview shapefile. At this point, the agency’s existing QRS II based model for the Huntington-Ironton urbanized area is being modified to allow for sketch planning capabilities in the non-urbanized areas to the Cabell County border. Extending major highways from the existing model to the county border and adding traffic analyses that are intersected by these roadways are accomplishing this. Ultimately, the HLMF II+ software will be used to forecast the land use for the unincorporated portions of the county at a TAZ level. Simultaneously, a qualitative survey of the land use opportunities based on current conditions, vacant land, topology, and existing programmed transportation facilities will be defined to identify transportation corridor needs. The HLMF will be assessed, as part of the qualitative assessment, land use, and transportation corridor recommendations will be developed.
