Badge of dishonour
This article considers the need to stop fraudulent use of the UK's "Blue Badge" scheme which aims to allow mobility-impaired travellers access to adequate and fair parking provision. Fraud covers use of fake badges, theft of genuine badges, and able-bodied people using Blue Badge parking spaces. This leads to fewer available parking places and a reluctance to use the badge where it may be stolen. Enforcement is difficult as the badge is issued to a person and not a vehicle. A recent seminar established that administration of the scheme was inconsistent, with a variety of issuing procedures, and that the scheme was not clearly understood. An action plan has been formulated to improve the administration of the scheme, redesign the badge for better security, and publicise the scheme's benefits. (A)
