The use of optimization in road management, applications in management, network level programming and procurement

Decision-making is an essential part of the road asset management. By rationalising the decision-making processes it is possible to affect directly to the efficiency and the costs of the operation.Finnish and international publications have reported examples where optimization has been applied to decision-making problems in road management planning, programming and procurement. At Finnish Road Administration, Finnra, optimization is applied systematically mainly in the network level management of paved roads and bridges. In addition, multi-objective decision-making has been tested at the programming level in project selection and at the strategic level in fund allocation. The results of the tests have been promising. In this report, the use of optimization as a decision support tool is discussed. Specifically, the possibilities to use optimization methods in decision-making problems related to road management planning, programming and procurement at Finnra has been examined.The development costs of the optimization models in road management strategy, programming and procurement are small when compared with the potential cost savings and the amount of money which is to be decided upon.In addition to the potential cost savings, the most important benefits of the optimization models include: improved quality of the decisions, systematic and structured approach to problem solving, identification and clarification of the factors affecting the decisions and increased transparency of the decision-making.Especially at the strategy level of the road management, the possible effects of the decisions are considerable and the potential cost savings and the rationalization of the operation to be achieved by optimization are significant. Based on this study, the recommended applications of the optimization methods in the road management are among other things: the allocation of funds to the products of the road management, the selection of safety improvement investments and bid evaluation.
