National eCall-framework for Finnish authorities

In Finland, the public safety answering point, rescue services, police and paramedics participate in the operational authority activities in the case of traffic accidents. In this study, the needs and views of the involved authorities concerning the implementation of eCall were clarified and matched. In addition, the changes and development action required were determined. The aim of the study was to create a national eCall authority framework to which the operational authorities can commit. In the study the needs and challenges of the essential authorities for the realisation of the eCall activities were evaluated on the base of the available material. Information gained from literature was complemented with expert interviews and a collective workshop organised for all authorities. The public safety answering points are the most essential actor in the eCall system. The operational work and emergency collaboration concepts of the other authorities will not be significantly changed by the eCall system. The only changes will involve adaptation of data systems to ensure that the accident data, such as its location, that is sent by eCall to the public safety answering points can be communicated onwards to systems used by other authorities. On the grounds of the expert interviews and workshop, the Finnish authorities mostly need information on the exact location, on the number of injured persons and on the severity of the accident in emergency situations. In order to evaluate the severity of an accident, the amount of collision energy released in the accident is relevant in addition to vehicle data. The national implementation of eCall should be continued according to the decision in principle elaborated in March 2006 by the Council of State, meaning that Finnish public answering points have to be able to receive eCall messages by the end of the year 2008. This requires the allocation of necessary resources to developing and implementing eCall. When implementing eCall, it is important to take into account the authority needs verified in the study and to clarify the legislative questions relating to eCall as soon as possible. It is recommended to continue and expand the co-operation and communication between the different actors on the grounds of the eCall authority framework developed in this study, in order to promote the national implementation and awareness of eCall. In addition, the citizens have to be informed and instructed sufficiently and at the right time before implementing eCall in practice. Finland should participate actively in the pan-European standardising and architecture work of eCall in order to bring out its justified views, and in order to be able to influence pan-European decisions concerning eCall already in the preparation phase.
