Highway demand management

With the implementation of the Land Transport Management Act (LTMA), the term ‘demand management’ entered our road engineering language. The idea behind this term is that we consider options that better utilise existing infrastructure before constructing a new project to cope with increased traffic loadings. The point being to increase the long term sustainability of the transport infrastructure network, as well as encouraging the available funds to be spent in the most efficient manner. Taking a longer term view on demand management, a number of issues are highlighted which we should be considering in our planning processes today.
