CONGESTION COSTS
The paper examines the effects of congestion on the road network. Presented is a newly developed method of evaluating external costs of congestion, including both increased travel times and increased variation in travel times. The paper presents three examples of applying the method to three different road segments in Copenhagen that represent an urban road, an arterial road, and a motorway. It is demonstrated how the method and its results can be used to analyze the levels and variation of congestion costs.
