EU Environmental Legislation Creates Opportunities and Challenges for PT

On January 1, 2005, the threshold values for particulates established in the European Union (EU) Directive on air quality entered into force. This triggered wide-ranging discussion of local transportation policy measures and highlighted the importance of public transportation (PT) in resolving urban transportation problems. This article discusses this directive and other European Commission initiatives that are posing new challenges and opportunities for PT. The European Commission has established threshold values for other pollutants and is promoting alternative energies and fuels (especially in the procurement of clean road vehicles). The Commission also has embarked on consultations regarding the continuation of the European Climate Change Programme and has made provision for developing EU-wide framework specifications on the contents of long-term, strategic and sustainable transport plans for large towns and cities. Public transportation will play an important role in all these initiatives, making it important for PT vehicle fleets to maintain a "clean image."
